Business Parklets
The Business Parklet programme gives Lambeth businesses the opportunity to apply to convert a parking space in front of their premises into a parklet.
Parklets can used for outdoor seating for trading, additional outdoor space, greening and much more.
Businesses, private organisations, charities, schools and third sector can apply for a parklet. Individual businesses or groups of businesses may apply together.
How it works:
1. Complete business parklet expression of interest form - which includes submitting rough designs and a neighbourhood support form.
2. Shortlisting process by the Council
3. Apply for table and chairs/ pavement licence (where necessary)
4. Shortlisted businesses provide their detailed designs
5. Traffic order and relevant audits completed by Lambeth Council
6. Build
7. Businesses maintain the parklet through its lifespan and arrange removal when necessary.
Costs payable by the business:
• Supply/leasing of the parklet platform & installation. Parklets can come in various forms, sizes and materials so prices can also vary. Prices can start from £5K and above.
• Items such as planters, barriers and seating
• Maintenance
• Public Liability Insurance
• Apply for a tables and chairs licence (where required)
• Removal/replacement at the end of the parklet’s life
Paid by the council:
• Traffic Order costs
• Road safety audit
• Officer time
• Signs and lines
The opportunity to apply will be open until the 1st of April 2024 with two shortlisting windows on the 12 January and 1 April 2024.

Dockless bays
Lambeth Council is currently installing 191 new dockless bays across the borough for rental e-scooters and e-bikes. Once all the bays are installed, users will be required to park in these bays to enable active travel trips and reduce footway clutter.

It will bring the total number to over 240 meaning that most residents will be able to reach a bay within a 5-minute walk. This forms part of a commitment in Lambeth’s Kerbside Strategy to expand the coverage of rental e-scooter and e-bike services across the whole borough.
By January, rental e-scooters will be permitted for use in the south of Lambeth. They have been available for use in the north of the borough since Lambeth joined a trial scheme run by Transport for London and London Councils in July 2021.
The new bays are being installed through Experimental Traffic Orders. Residents who would like to participate in the consultation for the new bays can do so by visiting our consultation page.
Community Fund Parklets
Applications for Community Fund Parklets are still open!
Parklets provide opportunities for communities to design a space on their road to suit their needs. Parklets can provide spaces to grow your own vegetables, a space for children to play, or whatever you’d like!

Lambeth Bus Days
Lambeth Bus Days continue to be a big success with 50 pupils from local schools taking part last week.
Bus Days are an activity set in partnership with Transport for London's Travel Mentoring Service, the Metropolitan Police Safer Transport Team and the bus company Arriva. Bus Days are designed to give children and young people with special needs (and other vulnerable potential passengers) extra confidence to enable them to travel independently and to make full use of London’s bus network.
The monthly sessions take place on a moving red London double-decker bus and feature scenarios covering personal and road safety. Passengers meet the driver and ticket inspectors and have the chance to practice coping with different type of issues that may come up when taking the bus. The police provide us with a team of about 8 officers for the day, Arriva provide the bus and driver, and we have two Travel Mentors from TfL to lead the sessions, plus the time of the Revenue Protection Inspectors who come on the bus.
Car Free Days
After the success of the Big Shift Car Free Days over 2023, we are looking to extend the opportunity to everyone across the borough.
Businesses, community groups or even a passionate individual can apply to hold a Big Shift Car Free Day in their area.
Car Free Days aim to help reimagine an area away from a space solely dedicated to cars. This could be by allowing businesses to spill out into the road, providing more space for children to play or giving an opportunity to imagine redesigning the road entirely.

As you may know, we have been delivering permanent improvement works across Railton LTN. The spaces around the modal filters at Atlantic Road, Marcus Garvey Way, Shakespeare Road and St Matthew’s Road have transformed from signs and planters to places where people can sit and rest, whilst also benefitting from the additional greening and planting.
The final location to undergo construction is Railton Road. You can view the plans on the Commonplace page (linked below).
Construction work is due to begin from Monday 23 October and will last for approximately 6 weeks. Due to the nature of the site, dates may be subject to change however, we will inform you of any changes.
A road closure will be in place on Railton Road between the following junctions:
During construction, no access will be available through the area. The emergency services have been informed of the works (see Commonplace page linked below).
The 322 bus will operate on a diversion route via Effra Road / Morval Road / Dulwich Road (see Commonplace page linked below).

Community Fund Parklets Phase 2
Applications for Community Fund Parklets phase 2 are now open!
A parklet is a tiny park, taking up just one parking space. It provides residents with an opportunity to create a space that works for their community. Successful applicants can choose from our catalogue to customise their parklet, choose from foldable seating, planters, game boards, notice boards and more.

Car Free Days
Throughout September, Lambeth saw several Car Free Days.
The Hannen Road Big Shift car free day held workshops for residents and visitors to share their views on how they use the space. The closure was made possible by the collaborative efforts of Station to Station Business Improvement District, A Small Studio, Soak Up Lambeth, University of Greenwich and Lambeth’s Big Shift. The goal was to reimagine Hannen Road in a way that works for everyone as it moves to a more sustainable future.
Hannen Road was located as a spot for potential Sustainable Drainage Systems (SuDS) installation. SuDS help improve climate resilience in an area by improving the drainage of rainwater via sustainable means, as opposed to older forms of drainage that rely on outdated systems that are no longer fit for purpose. Hannen Road was located as a potential area as it lies uphill and can therefore collect rainwater as it falls before it flows downhill and causes flooding. The Big Shift car free day served as the first phase of the co-design process. Co-design allows for all parties involved to have their ideas and needs taken into consideration before any plans are drawn up. By using co-design, the Council aims to create a space that works for everyone.

Voltaire Road closed to vehicles for 4 weekends throughout September as part of Big Shift car free days project. Local businesses spilled out into the street and created more spaces for visitors to enjoy. The opening of the space for public use proved to be a positive change as many visitors shared their feedback with the Council.
Finally, National Car Free Day was celebrated on Goding Street. The street was filled with activities for the family and opportunities for people to learn more about active travel.
Car Free Days can take place in many different forms. But ultimately, they each aim to reimagine spaces away from being a place purely for cars. The Big Shift is looking to provide more opportunities for communities and businesses to give Car Free Days a go.

Community Influencers
Say hello to Lambeth’s 2023/24 cohort of Community Influencers!
Over the next year these beginner cyclists will embark on their biking journeys. We will chronicle their progress throughout the year and use their experiences to help inspire others to give it a go. The influencers will be given information to help signpost others to cycling support, so if you see them at an active travel event, say hello!
West Norwood Shared Electric Van
Station to Station business improvement district (BID), Lambeth Council and Zipcar have partnered to provide an electric van for members of the BID to use. The van will help local business to reduce emissions and local traffic as outlined in the Kerbside Strategy.
This September the Big Shift is activating spaces across the borough! We have three different roads closing this month to allow for locals and businesses to use the spaces that are usually reserved for cars. Come along and enjoy the space!

Hannen Road Car Free Day
This Sunday Lambeth’s Big Shift is closing Hannen Road in West Norwood for the day. This closure will coincide with monthly Norwood Feast local street market.
This event is about reimagine Hannen Road as a commute friendly and more sustainable space. There will be a variety of workshops for children and adults throughout the day. These workshops are run by A Small Studio and Station to Station to gather locals’ opinions about how the space could be better suited to its current uses.
Come join us from 10am to 4pm on Sunday the 3rd of September to take a look, share your views, and enjoy some local produce!
National Car Free Day
Lambeth Council will be celebrating Car Free Day on Saturday 23rd September on Goding Street (SE11 5AW), just off Vauxhall Pleasure Gardens, from 12 to 5pm.
There will be fun and interactive activities for the whole family including:
• Children's scooter obstacle course and an opportunity to win a children's scooter
• A pedal smoothie bike giving out free smoothies
• Children's arts and crafts workshops
• Adult bike repair workshops
• A Dr Bike mechanic who will check your bike for free
• Adapted bikes for disabled people to try
And much more!
You don't need to book anything and all the activities are FREE, just bring yourself and your friends and family for a fun-filled day out!
Voltaire Road Car Free Days
Starting on the 8th of September we are closing Voltaire Road from Old Station Way to Clapham High Street. The closure will occur every weekend from 6pm Friday to 6pm Sunday, ending on the 1st of October.
The road closure will see local businesses spilling out onto the street to enjoy the space. There will be additional seating in the road and every Saturday from 4pm to 8pm live acoustic music will take place.
Why not pop over this September to enjoy the street, music and food!

Bike the Borough
On the 18th of July six Lambeth primary schools took part in the Bike the Borough event. The children took to the streets as part of a mass bike ride between Clapham Common and Brockwell Park.
The inaugural Bike the Borough event saw more than 80 school children showcase cycling skills while being supported by school staff, cycling police officers and instructors from Cycle Confident.
The Bike the Borough event was organised through Lambeth Council’s Big Shift programme to encourage people to consider more sustainable and active ways to move around their local areas.
The event was a great success with everyone involved having a great time. We hope to make it even bigger and better next year.
Community Influencers
We are looking for 30 new Lambeth Community Influencers.
Have you thought about cycling but don’t know where to start? Would you like to bike to work but aren’t confident on the roads? Becoming a Community Influencer is a great place to start!
Peddle My Wheels and Lambeth’s Big Shift have partnered for a second year of the Community Influencer programme. Successful applicants will receive a free cycle and cycle accessories as well as being supported with training, maintenance, and insurance from Peddle My Wheels.
Influencers will join our media campaign and help promote cycling around Lambeth. We’re looking for people to help encourage others to cycle in their communities by posting to social media, coming to active travel events and many more exciting opportunities.

Parklets
Applications for a Community Fund Parklets are now open.
A parklet is an old parking space that has been transformed into a space for a community to rest and socialise, while also bringing some much-needed greenery to residential streets. Parklets can also provide a space to lock up bikes or even sensory play opportunities for children.
Applying to become a parklet keeper means that you will have the chance to design a parklet for your road. Parklet keepers are responsible for maintaining and caring for the parklet and ensuring that it is a welcoming place for the whole community to enjoy.
OurBike
Join Lambeth’s e-cargo bike hiring scheme today and get 60 minutes free if you’re a resident or 180 minutes free for your business. After that it’s just 75p per 15 minutes, making it one of London’s cheapest bike hiring schemes.
OurBike can be used to transport a wide range of items: parcels, recycling, cakes, even people. The Ridgeback MK5 bike can carry up to 150kg (including the weight of the rider) and comes with a bench that can seat 2 children.

The new app is simple to use. Either download it from the Play Storeor App Store, sign up and book your time slot.
As of the 1st of July 2023:
• All new businesses that sign up will receive 180 minutes free use.

Cycle Confident Summer Cycle Training
Lambeth Council with Cycle Confident are providing free cycle training for children during the summer holidays. There are courses suitable for all levels of ability, from complete beginner to on-road training and the training takes place in small groups with 2 fully trained instructors.
Courses are running in Brockwell Park and Clapham Common during the month of August. Children are encouraged to bring their own bikes but there are also bikes available to borrow at Clapham Common.

Dr BikeDr Bike sessions taking place this month!
Dr Bike sessions are free to attend, and experienced mechanics will check everything on your bike from wheels, brakes, gears and tyre pressure to lights, racks, pedals, saddles and more. Any minor adjustments that can be made will be done there and then free of change.
In the case that something can’t be fixed on site the mechanics will let you know exactly what needs doing and a rough guide to what it should cost and will point you in the direction of your local bike shop.

Bike MarketsWe have partnered with Brixton based upCYCLE to bring you a brand-new type of bike market!
Bring along your outgrown, unwanted bikes to the market and put them to good use and donate them to a great project.
All donated bikes will be serviced by upCYCLE and checked by a qualified mechanic to ensure they are in good working order. The bikes will then be sold at bike markets run by Peddle My Wheels, with 100% of all sales proceeds going back to upCYCLE

Simple and affordable, the Try Before You Bike scheme is the flexible bike scheme that will help get you cycling. Just choose your new bike and accessories using the helpful online tools, the bike gets delivered straight to your door!

Electric Vehicle ChargingIn the coming months you’ll start seeing bright green wraparounds around many Lambeth lamp columns. This shows that a street based Electric Vehicle Charge Point (EVCP) is situated in the lamp column.
Lambeth now has over 260 residential lamp column based EVCPs, ensuring residents have access to a convenient Charge Point each with their own dedicated charging bay. Look out for new charging points in the coming months.

ULEZ Scrappage Scheme and GrantsThe ULEZ is expanding London wide and a £110m scrappage scheme for older vehicles will support low-income and disabled Londoners, charities, small businesses. Click here for more details.

Lambeth Council is giving all Lambeth residents and businesses free OurBike minutes for the rest of April and all of May. This is in addition to the council subsidising the hourly rate to keep it at £3 per / hour.

Lambeth Council are rolling out our next phase of cycle hangars onto your local streets. The 48 hangers will be installed from March – May 2023. This is just the beginning. We are working towards our commitment of 5000 more spaces by 2026.To suggest a location for a cycle hangar or if you are interested in space in an existing hangar find out more help.
Lambeth Bus Days
Lambeth Council is supporting students with special educational needs or a disability (SEND) to use active travel and rely less on private transport to help improve their independence and confidence.
The council runs a monthly Bus Day where children and young people with special educational needs are assisted to use the London bus network. The sessions take place on a moving red London double-decker bus and feature scenarios covering personal and road safety. Pupils meet the driver and ticket inspectors and have the chance to practise coping with issues like what to do if they get lost, witness a crime or get into trouble.
Community Influencers
We have a team of brilliant, friendly volunteers who are passionate about getting more people to try cycling as a green and healthy way to travel around Lambeth.
They’re all Lambeth residents, so they know the borough well.
Many of our volunteers didn’t cycle at first. They wanted to, but they didn’t have a bike, didn’t feel confident out on the road or hadn’t even thought about it until we introduced the Community Influencer Programme.
This spring, you’ll be able to meet the Community Influencers at events across the borough. Watch this space for further details soon!

Get creative, reimagine your streets and have the chance to win up to £750.
Lambeth Council, in conjunction with We Made That, are launching the second instalment of the Your Streets Your Way street design competition.
Your Streets Your Way gives those who live, work or travel through the borough, the opportunity to transform one of 10 locations. The competition gives the opportunity to create spaces to spend more time, connect with each other or to make it more attractive to explore by walking, wheeling or cycling.

upCYCLE LDN bike repair workshops
Lambeth Council has partnered with upCYCLE LDN to teach young people how to fix their bikes. This FREE basic bike maintenance course is aimed at 13- to 18-year-olds and will take place during the Easter break.
During the day you will learn how to set up a bike to fit, fix a puncture, adjust brakes and gears, and lubricate your chain.
Drinks and food will be provided on the day. All you need to bring is you, we'll provide everything else! Repairing bikes can get a bit messy, so make sure you wear clothes that you don't mind getting dirt on.

Cycle Hangars
Lambeth Council are rolling out our next phase of cycle hangars onto your local streets. The 48 hangers will be installed from March – May 2023. This is just the beginning. We are working towards our commitment of 5000 more spaces by 2026.

Community Influencers
We have a team of brilliant, friendly volunteers who are passionate about getting more people to try cycling as a green and healthy way to travel around Lambeth.
They’re all Lambeth residents, so they know the borough well.
Many of our volunteers didn’t cycle at first. They wanted to, but they didn’t have a bike, didn’t feel confident out on the road or hadn’t even thought about it until we introduced the Community Influencer Programme.
This spring, you’ll be able to meet the Community Influencers at events across the borough. Watch this space for further details soon!

Lambeth Council in partnership with Thames Water Utilities has announced a new £6 million programme to help reduce flood risk and improve climate resilience across the borough.
The Sustainable Drainage Programme will build Sustainable Drainage Systems (SuDS) across highways and streets, open spaces, estates, and schools to sustainably manage storm water for the long-term and form part of the Council’s response to the impacts of climate change.

You can give your feedback on designs at each of the locations. Community InfluencersOur Community Influencers programme, in partnership with local cycling organisation Peddle My Wheels, is underway. The first handful of successful applicants have received their free bike, with maintenance lessons and cycle training to follow shortly. Over the coming year, the Influencers will be using their links in local Lambeth communities to encourage an uptake in cycling, especially amongst under-represented groups. Beat The StreetBeat the Street Lambeth has been commissioned by Lambeth Borough Council with support from the National Lottery via Sport England. It is being delivered by Intelligent Health. The game aims to get communities to get active and explore the local area.
Children use a card and map which will be provided by participating primary schools, and adults can pick up a free card from one of the distribution points listed on the Beat the Street Lambeth website.
Players then find their nearest "Beat Box" which will appear on lampposts around the borough. There are 136 of these contactless sensors– once the game is underway, simply hover your card over the Beat Box and it will beep and flash to record your points. Your first visit to a Beat Box registers the journey; then walk, cycle or roll to the next Beat Box within an hour to score 10 points.
The game runs from the 22 June to 3 August.

Railton LTN was introduced two years ago as emergency measures during the Covid-19 crisis. After a trial phase and extensive public consultation, the LTN was made permanent at the end of last year.
The implementation of low traffic neighbourhoods can help reduce traffic volumes, reduce levels of air pollution, and reduce road danger, and also enable active forms of travel.
Feedback from the public will be considered before Lambeth Council presents the final designs and work would begin later this year.
Cllr Rezina Chowdhury, cabinet member for Sustainable Lambeth and Clean Air, said: “This is the first time we have used detailed 3D modelling to showcase neighbourhood enhancements.
“We have worked closely with two exciting tech start-ups to produce an accurate representation of what we want to do.
“During our three drop-in sessions members of the public will be able to interact with the 3D model to understand the detail of each proposed improvement. Those who cannot make the sessions can view an online video of the 3D model to see the designs for themselves.
“This digital approach greatly improves accessibility for residents, employees and businesses as well as enhancing their ability to share their views on the future of these neighbourhoods.”

Painting PartyPainting of the Vining Street and Atlantic Road planters began on the 22nd of October but unfortunately was paused because of bad weather. Father Nature will be rearranging the session so keep a look out for future dates on their social media.
Your Streets Your WayEarlier this year the ‘Your Streets Your Way’ competition launched aiming to involve local people in designing changes on their streets that could be translated into real world projects. 10 locations were chosen across Lambeth's 5 low traffic neighbourhoods to be redesigned.
72 people submitted designs and judges awarded prizes for the categories of Winner, Runner Up and Judge’s Choice. Below are the winners of each location:

The scale of some of these projects mean they need technical expertise in order to develop the winning ideas into detailed designs- these will be managed by landscape architects at Sustrans. Other projects have designs that are ready to be translated on the ground, these will be managed and built by local organisation In-Use, Re-Use .
All designs will be presented locally for people to input.
Upcoming Sustrans Engagement events• Tuesday 9th of November: Notice boards are being erected at winning locations to inform the local community about the project. The boards will include a QR code which links to an audio recording of the winners describing their designs and inspirations.

Together for our planet fundThe national lottery community fund is offering from £1,000 to £10,000 of National Lottery funding to support communities across the UK to take action on climate change.
Projects should reflect what matters to your community and can be small in scale. They could cover an area like:
• food
• transport
• energy
• waste and consumption
• the natural environment.
You do not need to be an expert in any of these areas to apply. They are particularly interested to hear from people starting to think about taking action on climate change in their communities. To find out more information visit their site here.

Lambeth Council has announced the start of its Low Traffic Neighbourhood (LTNs) consultation programme, which will see residents given the chance to shape the future of each of the five LTNs that currently operate in the borough. The consultation process will happen in stages over the coming months, beginning with consultation on the Oval to Stockwell and Railton LTNs from September 6.
The consultation will seek to understand the local experiences of people living and working in and around the areas where the schemes operate, which will be a key input to the decision-making process.
During the consultation there will be a range of engagement activities for local people, who will be asked to share their views through a survey. There will also be opportunities to feedback in person and through targeted events and focus groups for people with specific needs.
LTNs form a key part of Lambeth Council’s Transport Strategy to create a future transport network for Lambeth that is healthier, more inclusive, accessible to all, and that responds to the climate emergency.
Both Railton and Oval to Stockwell LTNs were established in June 2020 under Temporary Traffic Orders and subsequently moved to Experimental Traffic Orders, allowing the schemes to be enforced, data collected and statutory consultation to take place. Three other LTNs – in Tulse Hill, Streatham Hill and Ferndale – will follow the same public consultation process over the coming months.

Lambeth: Zero tolerance over LTN vandalismTwo people have been arrested in Lambeth following extra measures introduced to stop vandalism of signage installed by the council and plantings carried out by the community at the borough’s emergency Low Traffic Neighbourhood schemes.
A man was arrested on Saturday, July 31 after allegedly spray painting signs at the Ferndale Road Low Traffic Neighbourhood, and a second man was arrested the next day after allegedly stealing a sign from the same scheme which is between Brixton and Clapham.
CCTV evidence has been passed to the police so further action can be taken.
The arrests follow Lambeth Council announcing on July 16 that new measures would be put in place to tackle criminal vandalism at the emergency Low Traffic Neighbourhood schemes which are in place to maintain a safe street environment, support green transport options and improve air quality.
The eCargo Bike Grant Fund 2021/22 is open for applications. Apply here.£400,000 has been made available by the Department for Transport in 2021/22 for the purchase of ecargo bikes, to support businesses switching to a sustainable transport solution.
• Funding covers up to 40% of the total cost of an ecargo bike, up to a maximum of £2,500 for two-wheel models and £4,500 for three-wheel models.
• Applications will be capped at five bikes per organisation. Larger applications will be considered on a case-by-case basis.
• Applications may include more than one organisation. In these joint ‘high-street’ applications, a lead applicant will be responsible for submitting the application.

Vining Street Parklet
The High Streets team and the Brixton BID are working collaboratively on improvements to the public realm on Atlantic Road. A parklet including tables, seating and cycle parking is currently under construction on Vining Street.
We are working with local businesses to understand their priorities for how streets could be used in the future.
Vandalism
Unfortunately, there has been repeated criminal damage to the signage, cameras and other equipment used across all LTNS. We want to thank everyone who has reported the issues to the council and patience as we work to resolve the vandalism.
It is costing the Council money to replace and repair equipment. Additionally, residents who have sowed plants and flowers at their own expense have in some cases seen them cut down or torn up.
Cllr Danny Adilypour, joint Cabinet Member for Sustainable Transport, Environment & Clean Air, has said:
“People are entitled to express their views over our Low Traffic Neighbourhood trials, but there is no excuse for acts of criminal vandalism which put our residents at risk and this is not an effective way to engage with the council or fellow residents.“Residents who oppose the schemes or would like to see improvements have many ways to constructively engage with the council, and we’re actively seeking their feedback. Vandalism poses a danger to the public, is criminal and will be treated as such.”You can read more here .
Grow Back Greener Fund
The Mayor of London and Thames Water are looking for community projects that will improve access to greenspace. Funding of up to £75,000 is available to community projects that will make our city greener and help us adapt to climate change.
The deadline for application is the 13th September.

Citizen’s Assembly
Lambeth held an independent citizens’ assembly on the climate crisis, to come together and work towards a consensus on how we reduce the borough’s carbon emissions.
The assembly was made up of 50 randomly selected Lambeth citizens, who reflect the population of Lambeth. Participants heard evidence from different groups, including climate experts and local campaigns.

The GLA’s Grow Back Greener Fund is now open for applications:The GLA are looking for community projects that will improve access to green space and help us adapt to climate change.
A total of £1.2m is available in this funding round, across two themes: access to green space , and climate adaptation and water.

Your Streets, Your WayThe Lambeth Street Design Competition was an amazing opportunity for local people to lead on how their streets are designed and created. 10 locations across Lambeth were up for redesign. Over 60 submissions from the local community were received. The competition was judged by people that work every day to make the local area the best place it can be. Judges chose the winning design, runner up and Judge’s Choice for each location. Winners have been announced, prizes awarded, and the designs will be built by the council.

Q&A Sessions:We held our latest question and answer session for the Railton LTN, Wednesday 23rd June 2021. We gave a brief update on what has happened over the last month and then opened the floor to questions. In particular, we discussed the recent planting and celebrated the planter hand-painting party that occurred in Ferndale LTN- we hope to be running more events like this in the Railton LTN.
The ongoing Citizen's Assembly on the Climate Change was signposted. 50 of Lambeth's residents are working together to recommend ways everyone in Lambeth can address climate change and its causes fairly, effectively, and quickly. You can find out more here .

Vandalism:A small minority of people have taken to criminal damage by removing traffic signs in Ferndale LTN.
The removal of signs is not an acceptable form of protest. It is a criminal offence and puts local people, including children, at risk. Lambeth Council takes this very seriously and all vandalism is reported to the police for further investigation.
Threats to residents and staff are also not acceptable and will be reported to the police for further investigation. We encourage anybody who feels unsafe to speak to the police.

Public Realm Improvements:We are speaking with businesses along Atlantic Road to support re-opening as we come out of lockdown. We want to get the balance right, making the most of our public realm for outdoor hospitality whilst ensuring our streets can support local journeys.
Stage 2 Monitoring:We have traffic counts scheduled to take place in the coming weeks once all local streetworks are complete. We are also working on air pollution modelling that will indicate levels of NO2, PM10 and PM2.5 both prior to the LTN and currently. This data will be made available as part of the stage 2 monitoring along with a collation of all community feedback to date.

Over the borough: 20mph BannersIn April 2016, the speed limit on Lambeth's roads was reduced to 20mph. In March 2021, new and colourful banners were introduced across the borough to continue to remind drivers to monitor their speed.
Installed at over 150 sites across Lambeth, these banners provide a strong visual impact, raising awareness and reminding drivers that the speed limit of 20mph is the law.

Your Streets, Your Way:Your Streets, Your Way is fully underway, look out for the colourful signs near competition locations and attend a digital café to get support with your competition entry.
The competition aims to provide an amazing opportunity for local people to lead on how their streets are designed and created.
We are looking for your ideas to create a healthier, greener city. There are 10 locations across Lambeth:

This is our first in what will be a bi-weekly update on Low Traffic Neighbourhood (LTN)s. We will use this newsletter to ensure everyone feels informed going forwards. We want to let you know what we've been doing and anything you should look out for/ sign-up to in the coming weeks regarding the respective LTNs.
Railton LTNEnforcement began in the Railton LTN on 18/01/2021, this included the introduction of a filters on Trelawn, Dalberg and Rattray Road.

Ferndale LTN:Based on community feedback and traffic data gathered during autumn 2020, we are working on alterations to the Ferndale LTN. This should address existing issues and lead to a truly Low Traffic Neighbourhood. We hope to share validated traffic data in a monitoring report in the coming weeks and the consequential changes to the scheme. We will be sending letters to all residents to notify them of the changes.

Vandalism:
We have an ongoing issue with signs being removed or damaged throughout the Ferndale LTN. We are working closely with our Safer Neighbourhood Team and residents to resolve this. It is really important signs remain-up to ensure drivers understand the road layout and ensure the safety of all road users including pedestrians and cyclists.

Oval to Stockwell Triangle LTNFather Nature has been busy! A planter and notice board was installed in Dorset Road outside the shopping parade and Broadstone House. The notice board will provide an information point for members of the community to be informed about what is going on within the LTN and provide updates on the upcoming reviews, Q&A sessions and local projects.

Clapham Road x Stockwell Terrace:
Following the investigation of collisions at the junction of Stockwell terrace and Clapham road, and in response to customer concerns we have liaised with TfL regarding the safety of the junction.
TfL have started exploring installing wands to prevent right turning traffic from Clapham road onto Stockwell terrace. Whilst a timeline for installation is being confirmed we will be conducting traffic counts to assess what the left and right turn split is and monitor whether further interventions would be needed.
Enforcement began in the Tulse Hill LTN on 18/01/2021, this included the introduction of a modal filter on Arodene Road. We hope to publish the traffic data and community feedback in a Stage 1 Monitoring report by the end of March.
TRA Updates:
We held a Q&A Session with residents of St Martins Estate 10/02/2021. We are happy to meet with Tenants and Residents Associations to update on the progress of the LTN schemes and answer any questions you may have.
Vandalism:
We have an ongoing issue with cameras being moved in the Tulse Hill LTN and we are working closely with our Safer Neighbourhood Team and residents to resolve this. It is important the LTN is enforced so we can gain a clear understanding of how the LTN is impacting traffic flow. With delays to enforcement, we may have to extend the Experimental Traffic Order to gather sufficient data for monitoring.

Streatham Hill LTNFollowing feedback from residents regarding parking issues that were caused by the interaction of Controlled Parking Zone (CPZ) M with the LTN a recommendation for the 152 affected households outside the CPZ to have the ability to purchase permits for zone M was made on the 27/01/2021.
A decision to allow Hillside residents south of the modal filter and Palace Road residents west of the filter (highlighted in the above image) to purchase a zone M permit, for as long as the trial Streatham Hill LTN remains in operation was made on the 04/02/2021. We appreciate that it takes some time to get used to new road changes. We have allowed time for this but enforcement has now begun to protect residents against the small minority of drivers that are not complying with the measures.
From 18th January 2021 onward, enforcement begins and you may be fined £130 if you drive through the measures located on:
1. Atlantic Road, between Vining Street and Coldharbour Lane
2. Railton Road, by Marcus Garvey Way
3. Railton Road, between no. 239 and 243, by Herne Place
4. Shakespeare Road, North of the junction with Mayall Road
5. St Matthews Road, immediately outside the Tenants and Residents hall
6. Rattray Road, immediately south of junction with Jelf Road
7. Dalberg Road, immediately south of junction with Jelf Road
8. Trelawn Road, immediately east of junction with Effra Road
What happens next?
An ‘experimental traffic order’ covering the measures came into effect on 18 January 2021. The council will continue to monitor the low traffic neighbourhood in line our published Monitoring Strategy and will shortly write to you again with data from the first independent traffic assessment that has taken place. If after 6 months the LTN is meeting its objectives, we may consider making the scheme permanent, only after conducting a public consultation.
All monitoring will be collated, analysed and published for the general public on this Commonplace. Here, you will also find details of the help we can offer you if you want to switch to sustainable modes of transport like walking or cycling. If you wish to make an objection to the Experimental Traffic Order this should be directed to bpoulter@lambeth.gov.uk with the grounds of your objection stated.
Hi everyone,
Figures from the first stage of independent traffic monitoring indicate that traffic levels have been cut by over a quarter when taking into account roads inside and on the boundary of the Railton low traffic neighbourhood.
The council recently published its Monitoring Strategy which sets out how it will monitor the low traffic neighbourhoods introduced as part of the council’s emergency transport response to the coronavirus pandemic earlier this year.
Today, the we are able to share early results of the independent traffic assessment undertaken as part of the project’s first review stage whilst data validation continues. Traffic counts were taken across a seven-day period in September this year and compared with a baseline calculated using data from previous years, as well as considering background traffic data for the wider London network.
The figures are startling, showing that as well as an overall reduction in traffic of 27% across the whole area:
The traffic assessments have shown that some improvements to the scheme are needed to ensure that it is a fully functioning low traffic neighbourhood. The changes included in the list below will be implemented in January 2021:

The council will soon be bringing in an experimental traffic order to replace the temporary traffic order under which the LTN is currently in place.
The council will conduct a second review later on in the year which will again include an independent traffic assessment as well as including analysis on the impact of air quality.
Prior to any decision on whether the low traffic neighbourhood will be made permanent or not, the council will conduct a public consultation to gather feedback, which will be considered alongside the available data collected.

Over the past few months, we have been monitoring how the schemes have been working and have made tweaks and improvements off the back of constructive feedback from local residents and businesses.
We will soon be moving Railton onto a formal trial basis using an experimental traffic order, which allow changes to road layouts to be trialled for up to 18 months so that residents can see how the changes work in practice, and share their feedback.
Traffic and air quality will be assessed and reported on transparently, so everyone can see whether the scheme is meeting the objectives set out within the monitoring strategy at the review stages. A public consultation will take place before considering whether it should be made permanent or not.
As transport changes tend to take time to settle in and are affected by many different factors, we will take a flexible approach; if the scheme is meeting its objectives during the 6-month objection period set out within the experimental traffic order process, then consultation on a permanent scheme may begin. If more time is needed to measure its impact, then the trial could be extended and tweaked to address local concerns or cancelled altogether following further review.

Cllr Claire Holland, Deputy Leader of the Council (Sustainable Transport, Environment and Clean Air), said:
“At the start of the Covid-19 pandemic, we recognised the need for urgent action. We swiftly put in place measures to support safe travel on foot, including with mobility aids and by cycle, included adapted cycles at a time when capacity on London’s public transport was down by over 80 per cent. We took action to protect our residents from road danger given the huge increase in speeding reported by the police reported on London’s streets during the pandemic. In normal times, we would have had more time to engage with the community first before introducing these measures. However, the risks posed by the pandemic were stark and immediate, and in line with the statutory guidance issued by government, we introduced the schemes whilst engaging with residents at the same time. I appreciate residents have been asking about the data which the council will be collecting and considering and I’m pleased to publish our monitoring strategy which sets out our approach. Since each scheme went live, we’ve been working with the community to understand how they are working so that we can make improvements. We know that we won’t have got everything right first time, so we’ve been making tweaks and changes based on resident and business feedback. We know that any traffic changes take time to settle as people adapt, and so in this period we’ll be monitoring traffic inside and outside each LTN to understand how people are choosing to travel. We will be out and about in the community as much as coronavirus restrictions allow meeting with residents, schools, businesses and local organisations to understand their views and work with them constructively to identify ways that they can be improved. A full consultation will then take place where everyone will be able to have their say, with views considered alongside the data collected. Only once we’ve gathered this important feedback and data will we make a final decision about whether to make each scheme permanent or to remove it. The “Many Different Voices” project is a 3-in-1 online teamwork, training and competition project, to give school students a chance to be part of the real-life redesign of Lambeth roads.
Lambeth Council’s redesigned roads are part of our safety response to Covid 19. The council has commissioned HeadstartED and DSDHA to run the exciting project which will see school students work on an online project to design improvements to street space in Railton, one of our new Low Traffic Neighbourhoods (LTN.)

Hi everyone,
I am writing to provide an update on our plans to introduce an emergency low traffic neighbourhood in the Railton area.
In line with statutory guidance provided by national government, the council will be stopping through traffic from cutting through the neighbourhood by making temporary changes to the road layout. Work will begin this weekend.
The low traffic neighbourhood will be delivered in two stages:
The Council had been engaging with the community around the creation of a low traffic neighbourhood in the Railton area before the pandemic, as a key part of the Brixton Liveable Neighbourhood programme. The temporary scheme won't get everything right. This website allows us to hear your feedback on what is working and what isn't.
We will implement these plans as an emergency temporary measure. We will be using planters and Automatic Number Plate Recognition cameras (ANPR) to enforce the closures. Buses, emergency services, cycles and pedestrians will be able to pass through the closures. Installing signage, cameras and planters will be complete by Monday 29th June. For the first two weeks we will issue warnings but not fines. Through this time we will work to communicate and manage the introduction of these changes in collaboration with local groups.
Once temporary features are installed we’ll work with the local community to pick up and address teething issues and collaborate on community projects to realise the benefits of creating more space for people to walk, cycle, socialise and shop at safe distances. Any permanent changes to road layouts after this temporary emergency response are subject to statutory consultation with the local community.
We are also expanding the pavement area along Atlantic Road, from the junction with Coldharbour Lane to Vining Street and beyond. Social distancing space to support queuing, walking and potential outdoor business space will be created by extending footways into the carriageway. We will do this by introducing flexible space for businesses to load, to accommodate customers social distancing and to provide opportunity for local businesses to using the space created.
